Everything is wrong with that. The reason why we don't have hacked weapons that deal 500 damage a pop and characters with 10,000 hit points or attribute points in this game is that all data is stored server side, where it is inaccessible to reverse engeniering and tampering with

Then, what would be the purpose? If the data was only left there to rot, why do it? If it was saved locally as a backup measure, there would be the possibility that at some point the backup was needed and rolled back on the life server. And that is the point where we would get our hacked chars and items.
As mentioned before, Anet does do backups. They would be very foolish not to do them. Our character data is an inherent basis of their business. If they didn't have backups, something as trivial as a hard disk failure in their servers could mean their bankruptcy.
As for account security, I am with Anet: Almost every "hacked" account is the users own fault for being careless with his access data or using very weak passwords.
